DumbMike, you fool. Of course it is a bribe. Only a mug like you would actually believe that Trump would pay it out. He can just blame other branches of government when the IOU fails.
As for the Democrats, they are corrupt. The people dont believe in them; however, the Republicans are polling even worse. Trump is currently around mid-30's, the worst of any US president (even Biden).
